The reason that matters is not your utility bill. It is that North Texas tap water is hard enough to dry into mineral spots on paint and glass, and those spots bond. Filtered water is the difference between a car that dries clean and one that dries speckled.
Why filtered water matters here specifically
Hard water carries dissolved calcium and magnesium. When a droplet evaporates on a hot panel, the water leaves and the minerals stay, welded to the clear coat in a ring. Repeat that over a summer and the spots stop coming off with soap.
This is the single most common cause of the complaint we hear as my car looks worse after I wash it. The wash was fine. The water and the drying were the problem.

How much water a mobile detail actually uses
Far less than a driveway wash with a hose. A running garden hose moves several gallons a minute, and most of a driveway wash is water going straight down the drain while the mitt is in the bucket.
