They are not steps on one ladder. They are three different jobs, and buying the wrong one is the single most common cause of a disappointing result.

The test that tells you which you need
Wash the car, dry it, and then do two things. Run the back of your hand over the paint: if it feels gritty rather than glassy, you need decontamination, which is a detail. Then look at a panel in direct sun from a low angle: if you see fine circular scratches, that is swirl marking, and only correction removes it.
A car can need both. It cannot be fixed by the cheaper one.
Start with the one that fixes the most

Why correction is different, and why we are careful with it
Correction works by removing clear coat. That is not a marketing simplification, it is the mechanism: a machine polisher and an abrasive level the surface down to the base of the defect. Clear coat is finite, factory paint is thin, and a panel can only take this a few times in its life.
That is why a real correction quote follows an inspection, sometimes with a paint thickness gauge, and why anyone promising to remove scratches by hand for wash money is describing something that does not exist.
